H-2A is a US program that allows agricultural employers to hire temporary foreign workers when there are not enough American workers available for that activity. The job, the employer's certification and the visa request are different steps — finding an opportunity does not guarantee hiring or consular approval.
Quick answer: first the employer obtains certification and recruits workers. If you are selected, you receive the guidance and documents needed to apply for the visa. The decision to hire is the employer's; the decision on the visa is the American authorities'.
What the H-2A program is
H-2A covers temporary or seasonal agricultural work in the United States. Common examples include harvesting, cultivation, animal handling, nurseries and operating farm machinery. The correct description depends on each job order — the job's official document.
